fix(projects): находить проекты с кириллицей без учёта регистра

SQLite LOWER() и LIKE понижают только ASCII, поэтому «Сайт и API» не
находился и каждый новый VPS с таким проектом создавал дубль; подсказки
по «сай» тоже были пустыми. Сравнение перенесено в JS.
