Merge branch 'nm-eap-tls'

Adds support for EAP-TLS to the NM plugin.  The certificates/key
source (file, smartcard, agent) can now be selected independently of
the authentication method (i.e. for both certificate and EAP-TLS auth).

Fixes #2097.
