fix(censorcheck): восстановить vendor-скрипт и ставить зависимости по ОС

Сломанный here-doc съел is_installed; launcher определяет дистрибутив и ставит jq/dig/column без prompt, скрипты отдаются с LF. Co-authored-by: Cursor <cursoragent@cursor.com>
